大綱：
馬英九 先生，以海中動物「秋刀魚」的「秋刀」做為前二字，故以陸地植物「夏水仙」的「夏水」對應。
一個是動物，一個是植物。
一個在海裏，一個在陸地。
一個是刀，一個是水。
剛柔調合，平仄呼應，來補足句子在天地乾坤的完整性。與為政者應具有的心。
鄭鴻文 先生下聯：
「夏水仙」或「水」一般。能不論內外的解民所受之苦，上善若水。
